HANOI--Russia's Gazprom on Monday signed a framework agreement with Vietnam Oil and Gas Group, or PetroVietnam, to buy a 49% stake in the latter's Dung Quat Oil Refinery.
The agreement was signed during a visit to Vietnam by Russian Prime Minister Dmitry Medvedev.
The 130,000-barrel-per-day Dung Quat refinery in the central province of Quang Ngai became operational in 2009. It meets one-third of Vietnam's demand for transport fuels.
